There could be several reasons like low confidence or low self-esteem. Maybe some people make you feel nervous or in the past when you would talk to someone, people made fun of you or you were teased which has eventually resulted in you being nervous now every time you talk. There is no need to panic as everybody is battling in their life in someway or the other. So have faith in yourself and always remember that no one in this world is going to stand up for you except you, yourself.

It could be that you feel that people are judging you very harshly. You may think about what they will say if you make a mistake? What if they make fun of the way I speak? Various questions like this may be going through your mind before you go to speak in public. The best way is to rehearse and practice and accept the fact that yes, people may be judging you but YOU and only you are your harshest critic.

Hi, for me as a counsellor with your query I would say, okay if you get panicked.. what is it you are or would want to do about it. As mentioned by others which are true, reasons may be several. But, next what?! To rule out and find a solution should be the next step. Its nice to identify what happens and I pray you find your key to fix it soon. Take care and read newspaper articles infront of a mirror. Smile and be your true self, fit, energetic and fun loving. Take care :)
